 Particulars of Organization, Functions & Duties

[Section-4(1) (b) (i)]

    The Tourism wing of the Department of Tourism & Culture has a composite office Directorate of Tourism is a part of this composite office. A public sector undertaking namely, OTDC Ltd. Is functioning under the administrative control of this Department constituted in Tourism Department Resolution No-3221-TSM dt.27.02.79 and was incorporated under the Indian Companies Act, 1956.

Aims & Objectives:

   The main objective of this Department is to increase the Tourist Traffic and to extend their duration of stay in the State. Besides the followings are:‑

1. Policy planning formulation of new objects and evolution of projects.
2. Routine publicity of a non-commercial nature on Tourism involving heavy financial outlay.
3. Running of Tourist Offices.
4. Training and certification of Tourist Guides.
5. Entertainment facilities to tourists by way of cultural Programmes, dances, music concert, film shows etc.
6. Matters connected with leasing of Govt. building on Govt. land for the purpose of promoting tourism.
7. Production of documentary films on Tourism.
8. Construction of Tourist homes/lodges for promotion of Tourism.
9. Coordination with Central Govt. and its agencies, Department of Govt. and bodies.
10. Leaseout the Tourist banglows to private parties on long-term lease basis.

Mission / Vision:

   In order to develop and promote the Tourist Centers in the State and to achieve the objective a two-prolonged strategy is followed by the State Govt. viz., to create required infrastructure within and to organize effective publicity outside the State.

   The State Govt. has announced a comprehensive Tourism Policy w.e.f. 29.12.1997 in keeping with the Orissa Industrial Policy, 1996.

Working hours both for office & public:


10.00 A.M. to 5.00 P.M. with half an hour launch break i.e. from 1.30 P.M. to 2.00 P.M. on all working days.

Grievance Redress Mechanism:

     Grievance Cells are functioning as per instructions issued by Govt. in erst-while political and services department letter No-9750 dt.18.05.76. and vide letter No-2242 dt.9.2.93 of PG & PA department. There is requisite Grievances redressal mechanism through the Grievance Cell of the Department, which receives and disposes of public Grievances as well as Grievances of Govt. officials as per provisions GA & PG & PA Department circulars as amended from time to time.

RTI Central Monitoring Mechanism(CMM) named as "Loka Soochana" is a Central Monitoring Mechanism by Govt. of Orissa to ensure the implementation of Right To Information for all public authorities related to Govt. of Orissa. This is developed with an objective to provide single point access of all RTI related information catering to section 4[1][b], section 25 of RTI ACT, 2005 in an uniform manner. This project is monitored by Department of Information & Public Relations,Govt. of Orissa [Nodal Department of Govt. of Orissa for RTI Implementation] in collaboration with Luminous Infoways.
