Procedure Followed in Decision Making Process
[Section-4(1) (b) (iii)]
Matters requiring final decision pertaining to the functions of the Department including issues involving policy matters are examined in respective sections of the Department at the initial stage and processed through Under Secretary/Deputy Secretary/Joint Secretary/Financial Advisor-cum-Additional Secretary and Director-cum-Additional Secretary in charge. Final orders thereon are taken at the level of Secretary barring such cases where orders of the Minister are required. The proposals after being examined by the Secretary are sent for orders to the Minister in charge of the Department. Matters involving policy decision, finalization of specified tenders and purchases and transfer and posting of engineering personnel except Junior Engineers (in ban period) are referred to Minister in charge of the Department and in certain cases orders of Chief Minister are taken.
In the process the proposals/files generally pass through different channels right from Under Secretary to the Secretary.
