Powers and Duties of Officers and Employees.

[Section-4(1)(b)(ii)]

He is in supervisory charge of the following Department.

1. Food Supplies & Consumer Welfare Department.

2. Higher Education Department

3. School & Mass Education Deptt.

4. Labour & Employment Deptt.

5. Minorities & Backward Classes Welfare Deptt..

6. PG & PA Deptt.

7. ST & SC Dev. Deptt.

8. Women & Child Devt. Deptt.

Powers

Administrative

1. Appointment, transfer, posting and disciplinary control of Group-C employees in the Department.

2.  Permission to Group-B & C employees for applying to posts elsewhere.

3.  Sanction of deputation of all officers on foreign service terms and conditions up to Ten years.

4. Transfer of Group-C filed officers during ban period.

5.  Sanction of journey outside the State of all officers under the Administrative Control of the Department.

6. Confirmation and increments of Director, Economics & Statistics.

7. Approval of tour programmes, tour diaries & tour particulars of DES, Special Secretary & Addl. Secretary.

8. Sanction of TBA of all Group-A & B officers under the Administrative control of the Department.

9. Appeals against orders of Heads of Departments or any sub-ordinate authorities working under the Heads of Department and appeals against orders of other officers of the P & C Department under the Orissa Civil Services (CCA) Rules, 1962.

10. Sanction of EL of Class-I (Group-A) Officers controlled by the Deptt.

11. Correspondence with OPSC

12. Sanction of GPF advance of Group-A Officers.

13. Sanction of increment and leave of all Group 'A' Officers

14. All vigilance matters

Financial Powers

1. Re-appropriation and surrender of funds with concurrence of FD up to Rs.25.00 lakh

2. Administrative approval of Externally Aided Projects implemented by P & C Department not exceeding Rupees twenty five lakhs.

3. Sanction of expenditure for purchases up to Five lakh in value on the recommendation of the purchase committee

4. Annual Administrative Report and Report on activities of the Department to be submitted to the Legislative Assembly.

5.  Sanction of expenditure for plan schemes up to Twenty five lakhs of different Departments.

6. Sanction of recurring/non-recurring contingent expenditure including cost of repair of vehicles in excess of Rs.10,000/- to Rs.25,000/-

7.  Appellate Authority under Orissa Local Fund Audit Act.

Other Powers

1.  Issue of General Guidelines regarding formulation and implementation of developmental programmes at the State Level to the District Planning & Development Boards and other Agencies.

2.  Important circulars, instructions and guidelines issued to all Departments / Heads of Departments / Collectors etc. relating to implementation and monitoring of plan programmes.

3.  Reference to P & C Deptt. for concurrence in plan schemes of other Departments including Externally Aided Projects and Central Plan / CS Plan Schemes not exceeding Rupees twenty five lakh.

4.  All matters relating to Technology Missions

5.  Monthly Review Reports of Plan expenditure by Departments

6.  Visit of teams from Planning Commission and Government of India.

Statutory Powers

1.  Statement of Expenditure on Plan Schemes in different sectors furnished to the Planning Commission

2.  Quarterly statement of expenditure on earmarked sectors / NEP outlay in different sectors furnished to the Planning Commission.

5.  Sanction of leave of all Group-B & C employees of the Department.

6.  Sanction of increments of Group B & C Officers

7.  Sanction of provisional Pension/Gratuity/ Commuted value of pension of all Group-B & above officers and signing of their final pension papers as PSA.  As above.

 

Financial Powers

1.  Sanction of recurring/nonrecurring expenditure under contingency including cost of repiar of vehicles above Rs.5,00/- and upto Rs.10,000/-

1. Drawing and Disbursing work of the Department

Sanction of recurring contingent expenditure on POL. telephone and Xerox.

1. Sanction of GPF advance of Class-II (Group-B) Class-III (Group-C) and Class-IV (Group-D) officers of the Department.

2. Sanction of House Building Advance, Motor Cycle Advance, Moped Advance of all employees of the Department

3. Sanction of RCM claims of all employees of the Department excluding D.C., Special Secretary and Additional Secretary. As above.

 

Statutory Powers

1. Concurrence in proposals of other Departments for re-appropriation of funds amount on different minor heads/ units within the same scheme not exceeding Rs.2.00 lakh.

2. Correspondence with other Departments, Heads of Departments and District Officers on matters relating to the Plan.
