Procedure Followed in Decision Making Process

[Section-4 (1)(b)(iii)]

 

        The procedure can be described both in narrative form and through Flow Process Chart. In narrative form the stages through which a proposal passes the levels at which it gets examined and the final authority to which it has to go for approval may be explained.

        The Flow Process Charts can give a comprehensive process as may be seen from the following illustration of preparing a food card.

Such charts may be prepared for major functions.             

        The prescribed procedure as per Secretariat Rules of Business is being followed by the Plan-I Section.

 In Plan-III Section

        The files of the Section routed as follows-

 A.S.O., -Desk Officer-Deputy Director- Director (E)-cum-Addl. Secretary- The Special Secretary-DC-cum-ACS, Orissa- Hon'ble Minister, P & C.

 O.E.-II Section-

a)     Sanction of POL Bills and Telephone bills.

b)     Sanction of GPF, House Building advance, MCA & Moped advance.

c)     Sanction of Other contingencies and Sanction of RCM advance.

d)     Sanction of liveries to Class-IV employees and Drivers.

e)     Sanction of different personal claim of Driver.

f)      Other matters like sitting arrangement of Officers and other employees of this Department, procurement of office stationery  and commerce store materials etc. are dispose through O.E-II Section in the following manner.

        D.A._____________, S.O._____________, U.S.____________, D.S./ Joint Secretary/ Addl. Secretary, Special Secretary to Govt.____________, D.C.-cum-ACS & Secretary to Government, P & C Department.
