Particulars of Organization, Functions & Duties

[Section-4(1)(b)(i)] 

Aim & Objectives of the Organization:

        The aim and objectives of the P & C Department is to formulate development plans for the State (perspective, Five Year and Annual) for rapid economic development of the State in the manner envisaged by the State Government and to oversee preparation/ operation of plan budget accordingly. The Department also aims at providing necessary support for inter-departmental co-ordination to ensure effective implementation of the development plans drawn up for the State.

Mission and Vision:

        The overall mission/ vision of the P & C Department is to transform the State into a developed State with social justice to all sections of its population. The specific mission/ vision of the Department depends on the development scenario envisaged in the long-term perspective plan and the Five Year Plan drawn up for the State.

        The specific mission/ vision of the Tenth Five Year now under implementation is  given below.

        Monitor able target for the Tenth Plan and Beyond.

  • Reduction of poverty ratio by 5 percentage points by 2007 and by 15 percentage points by 2012.
  • Providing gainful high quality employment to the addition to the labour force over the Tenth Plan Period;
  • All children in school by 2003 all children to complete 5 years of schooling by 2007.
  • Reduction of gender gaps in literacy and wage rates by at least 50% by 2007.
  • Reduction in the decadal rate of population growth between 2001 and 2011 to 16.2%.
  • Increase in Literacy rate of 75% within the Plan Period.
  • Reduction of Infant Mortality Ratio (MMR) to 45 per 1000 live births by 2007 and to 28 by 2012.
  • Reduction of Maternal Mortality Ratio (MMR) to 2 per 1000 live births by 2007 and to 1 by 2012.
  • Increase in forest and tree cover to 25% by 2007 and 33% by 2012.
  • All villages to have sustained access to potable drinking water within the Plan periods.
  • Cleaning of major polluted rivers by 2007 and other notified stretches by 2012.

Brief History:

        As per Political and Services Department Notification No.8832-Gen-dt. 11.July 1962 Planning and Coordination Department started functioning with the following State Subjects.

1. Five Year Plan and matters with it.

2. State Planning Board

3. Social Welfare Board

4. Training Assistance under various financial aid programmes

5. Local Development Works.

6. Rural Works Programme for utilisation of idle Manpower.

7. Bureau of Statistics and Economics.

8. Coordination and Analysis of date required by Government in the execution of its Economic and Social Policy and interpretation of statistics.

9. State Evaluation Unit.

2. Coordination

1. State Development and Coordination Committee.

2. State Development Advisory Board.

3. Fortnightly confidential reports of District Magistrates for purposes of Coordination of development activities.

4. Rural Engineering Organisation.

        Here it is to be mentioned that the Bureau of Economics and Statistics have been renamed as the Directorate of Economics and Statistics. The Social Welfare Board is functioning under Women and Child Welfare Department. The Rural Engineering Organisation is renamed as Minor Irrigation under Water Resources Department. The Public Enterprise Department have been bifurcated from Planning and Coordination Department.
