This Department is headed by the Chief Secretary to the Government of1 Orissa and Principal Adviser to the Chief Minister on all matters of policy and administration relating to State Government. He is assisted by Special Secretary, Additional Secretaries, Joint Secretaries and Under Secretaries. The Officers and Employees of this Department exercise the administrative and financial Dowers as laid down in the Orissa Secretariat Instructions and Orissa General Financial Rules. This Department is responsible for formulation of policies of the Government and also manages different affairs as contemplated under the provisions of Rules of Business.

He is the Official head of the Department of Administrative Reforms. He looks after various reforms initiatives undertaken through GA department. He is assisted by one Additional Secretary, Under Secretary and Officers on Special Duty.

He is responsible for the careful observance of the Business Rules in the transaction of the business in the department. He exercises general supervision and control over the staff under him including Additional Secretaries, Joint secretaries, Deputy Secretaries and Under Secretaries and is responsible for seeing that the members of the staff do the work allotted to them efficiently and expeditiously. Policy matters and all important matters are dealt in consultation with the Chief Secretary who is in over all charge of the Department.

|
He is the head of Land Branch of this Department. All matters con concerning allotment of Government land within Bhubaneswar Municipal Corporation area, conferring better rights in lease land on the application for conversion of lease land, mutation of name of lessee and Permission to transfer leasehold land in BMC area are also major functions routed through him. Besides, Temporary permission for organizing puja, festivals, exhibitions, etc. on collection of ground rent as fixed by Government is also dealt by him. He is assisted by Additional Director of Estates, Deputy Director, Estates, Estate Officer, Land Officer, Rent Officer and Additional Land Officers.

He works as the Branch Officer in respect of Service matters relating to All India services, specifically IAS officers. Further, he sanctions increments, GPF, etc. He has been delegated for sanction of office expenses & advance from Permanent Advance up to Rs. 25000/- (Up to Rs. 10, 00, 000/- in a year).

He works as Branch Officer on service matters relating to all OAS C officers, officers of OSS cadre eligible to be posted as Under Secretary and above, sanctions annual Increment and pension in respect of Group C & D categories of employees. He can sanction the office expenses & advance from Permanent Advance up to Rs. 15000/-. He also works as a part of decision making mechanism in the matters of Administrative Reforms wing of the Departments.

He is the Branch Officer in charge of processing the proposals to provide financial assistance from Chief Minister's Relief Fund to needy and indigent persons for their treatment from major ailments like cancer, cardiac surgery, renal transplant, and brain tumor and multi organ failure.
