Particulars of Organization, Functions & Duties

1) Aims and Objectives of the Organization:
The main objectives of the Public Authority is to foster Co-operative activities by registering different type of Cooperative Societies like LAMPS, HBCS, CARDS Bank, Primary Consumer Cooperative Store, Employees Credit & Thrift C.S., M.F.C.S., M./P.C.S. etc. within its Jurisdiction subject to finality at Govt. Level.
2) Mission/Vision:
An independent self reliant, Spontaneous and Vibrant Co-operative movement concerned for the community in general and week in particular by inspiring mutual help and Coop. Values with honesty, Dignity, Proactively, Responsiveness, Commitment and Professonalisation for regeneration of sustained and planed economic growth and Socio Cultural upliftment of the People of Orissa.
3) Brief History of the Public Authority:
The Office of the Public Authority is started its functioning from dt. 31.12.1979 within the 9 Blocks of Sundergarh Distirct namely, Sadar, Hemgiri, Lephripada, Subdega, Balisankara, Bargaon, Kutra, Rajgangpur and Tangarpali Block. The Office is created to supervise and administer. The works of the Primary Co-operative societies, adjudication of dispute cases arised in the Society specially in the financial matter and overall management of the Cooperative Societies.
4) Duties of the Public Authority:
i) The duties of the Public Authority are to encourage and promote the Co-operative movement within its jurisdiction and to take such steps as directed by the state Govt. under C.S Act, 1962 and Rules, 1965 and an advanced up to date.
ii) To Supervise the Societies Administration and to guide them for their Future Prospect.
5) Main Activities/ Functions of the Public Authority:
i) Register new Cooperative Societies and amendment of its By-laws as and when required.
ii) To constitute Committee of Management of the Cooperative Societies by nomination and supervise election of the Committee of Management through Subordinate officers.
iii) To conduct enquiries relating to cooperative societies and to cause inspection of cooperative societies.
iv) To admit and adjudicate dispute cases in respect of primary cooperative societies and control societies.
v) To appoint Arbitrators and sale officer for settlement for dispute and realization of cooperative dues through execution respectively.
vi) To cancel the registration of Cooperative societies.
6) List of Services being provided by the Public Authority:
i) To educate the promoters of a Cooperative society for its Registration, Management and Functioning.
ii) To nominate the Preliminary Committee of newly Registered Cooperative Societies.
iii) To take over the Management Cooperative Society after expiry of the term of the Elected Committee.
iv) To nominate Govt. nominees to elected of management of the Cooperative Societies.
v) To take up enquires relating to the affairs of a Cooperative Societies if necessary.
