Particulars of Organization, Functions & Duties

Objective/purpose of the Public Authority Union Subjects

  1.  Shipping and navigation.
  2. Light house including light ships, beacons and other provision for the safety and aircraft.  
  3. Port Quarantine including ho  spitals connected there with, seamen's and marine hospitals.
  4. Post, telegraphs, telephones, wireless, broadcasting and other like forms of communication.   
  5. Customs 
  6. Commerce including banking
  7. Patents, inventions and designs.
  8. Emigration from and immigration into India and interstate immigration. State Subject
    (a) Development, maintenance and regulation of minor ports of state.
    (b) Supply of official forms and stationeries to all departments of Govt.
    (c) Grant of rent free quarters to officers under the control of the department.
    (d) State Government press excluding text-book press at Bhubaneswar.
    (e) Supply of different office stationeries to all Govt. offices.
    (f) Supply of all different forms to all Govt. offices.
    (g) Providing Inland Water Transport services to the people of places having no road or rail services.
    (h) Administration of various navigation Acts and Rules made there under pertaining to Inland Water Transport and ports.
    (i) Making rate contract of different office equipments ie; type writers, duplicators, Xerox machines and franking machines for Govt. offices.
    (j) Printing of scheduled forms, state Gazette, different publications and election related materials.
    (k) Installation and maintenance of Secretariat EPABX and providing telephone services to different departments of Govt.
    (l) Regulation of Govt. telephones and expenditure thereof.
    (m) Orissa Maritime Academy.

Mission/vision statement of the Public Authority

  • Computerization of the office of the Secretariat establishment
  • Directorate of Port and IWT have been created merging the Heads of Departments - Gopalpur Port Project and Directorate of IWT.
  • Development of Gopalpur port Project in to an all weather port through private participation.
  • Construction of a mega port of international standard at Dhamara in the district of Bhadrak.
  • Construction of jetties and waiting halls in the I.W.T. Sector for the welfare of the Passengers.
  •  Development of all other minor Ports at the sites identified in the coastline of the State through Pvt Participation, if offer comes.
  • Modernization of the Govt. Press at cuttack to make it a self-supporting and profitable organization in future.
  • Opening of 8 more typewriters and duplicators repairing service units at
     (i)
    Koraput 
     (ii) Phulbani 
     (ii) Mayurbhanj 
     (iv) Angul 
     (v) Puri 
     (vi) Rourkela 
     (vii) Balangi
     (viii) Kalahandi in addition to existing four service units.
  • Provision of mobile van for use in Regional service centers situated at Bhubaneswar and Sambalpur.
  • Introduction of computerized inventory in the forms store for storage & up-keepment of 4,800 varieties of standard forms under 42 scheduled so that pilferage and manipulation of stock of the printed standard forms can be prevented.
  • Development of an all-weather multi-user commercial port on Subarnarekha Mouth (Kirtania) in Balasore district on BOOST basis by Creative Ports Limited.
